Reduce Voting Period To 5 Days

In order to improve the governance efficiency and bring more events frequently in the decentralized manner, this proposal requests approval to reduce the on-chain governance voting period to 5 days. With the active support and participation of validators and delegators, the previous proposals achieved quorum in about 3 days; therefore, after evaluation, we propose that shortening the voting period to 5 days will allow sufficient time for discussion, evaluation, and voting, while also being more in line with our rapid pace in terms of upgrades, events, and more.
