Enable IBC transfers

The Proposal enables transferring and receiving assets using the ICS20 standard on the IRIS Hub. If this proposal passes, there will be IBC assets available in the Bank module of the IRIS Hub and IRIS token will be available on Zones connected over IBC. And the other assets on the IRIS Hub such as native issued tokens, HTLT tokens, LP tokens will all be able to transfer to the other Hubs or Zones. With IBC transfer enabled, there will be more liquidity to the IRIS Hub and the Coinswap module. Please note that IBC transfer can only be enabled after the proposal 1 passed and irishub upgraded to v1.1.0 (https://irishub.iobscan.io/#/ProposalsDetail/1), because there is a known security vulnerability identified by IRISnet team and fixed in the cosmos-sdk v0.42.3.
